Reminded of this post from another thread. Adding a bit of closure to it. After all the effort I went to with this “spacer” layer, it turns out it was a red herring. After reassembling my keyboard from a full clean, I missed pressing completely home a handful of the springs. The result of this was as several keys that falsely registered presses either constantly or when neighbouring keys were pressed. Sometimes they also registered double presses. Basically impossibly to type on. The fix was getting rid of the spacer layer, reassembling the two membrane layers by using registration pins through the holes in the membrane (suitably sized drill bits helped me here) to help align the layers as perfectly as possible. And finally pressing home all the springs into the keycaps fully so they no longer protruded and pressed against membrane when the keys weren’t being used.
I'm restoring an A3020, opened the keyboard, cleaned everything, reassembled and was having this exact problem and was driving me crazy; very hard to press a key and not causing registered presses on neighbouring keys. Worse, sometimes keys are pressing constantly.

I think I cried when I read this and realized I need to press the springs into the back of the keycaps instead of just dropping them in the hole. It solved everything.
