You will get "language?" if neither the BASIC ROM or any other language ROMs are fitted or the system can't detect them.
But before you put any ROM chips back in, use a good light and a magnifying glass and carefully visually inspect each of the contacts in each socket. The most common sockets used were "single wipe" type and if the socket has had an expansion in or has been subjected to many chips being removed and replaced, there is the possibility that one of more contacts have been distorted. It only takes one chip pin not to make good contact with the socket contact and that ROM won't work.
If all four sideways ROM sockets (IC52, IC88, IC100 and IC101) aren't working, check link/jumper shunt S21 is both fitted correctly (both links) and there is no corrosion or dirt causing contact problems.
