In that case it was a bug in the 6502 emulation of the emulator B-Em, which I ended up maintaining. So, one thing to try would be to see if there are any other Electron emulators around and whether the BCPL ROM behaves the same on them. As far as I know, ClockSignal is another electron emulator so it would be worth trying that.
Other than that, can Elkulator do instruction tracing? We could run BCPL on a BBC micro emulator from power on to prompt, ignoring the OS code which will, presumably have differences, then compare with a similar trace from Elkulator and see what is going wrong.
