Try GNU ddrescue. (Known as gddrescue on .deb systems; there was an earlier "dd_rescue" program which found its way into the Debian repositories first.) It's smart enough to read as much as it can from any error-free bits of a device first and only later get onto bits that might need retrying multiple times, in an effort to squeeze out every possible last bit of performance from a drive whose turns might well be numbered.
