This sounds sensible to me, and mirrors what the Integra B IBOS ROM does, if you set it as the language ROM (it gives you the 'NLE' - Non Language Environment, which is basically a *-command prompt).
All that said, if you do set ROM 15 of your upgraded MOS as the language, you get the old faithful 'This is not a language' and then do get a *-command prompt anyway, although I don't think handles the Z80 correctly (you don't get the BASIC message, but it doesn't ask me to put a system disc in) - so I'm not sure what's going on there.
