I'm using a Dell monitor not sure of the model at the moment but can find out.
That would be useful - there have been a few other reports of issues with certain Dell monitors:

I'm not sure we ever got to the bottom of that one.

There are a couple of things that can go wrong that result in a blank screen:
- outputting a 50Hz video signal to a monitor that only supports 60Hz
- outputting HDMI to a monitor that only supports DVI

What type of input are you using on the monitor? HDMI or DVI?
The firmware I've used is the latest stable from master/main although I also tried the latest from Dev but neither seemed to show any activity. I did try powering via USB with nothing else plugged in but saw no output.
Can you repeat this test with Ian's latest Beta66 release from here:
https://github.com/IanSB/RGBtoHDMI/releases

Make sure you reformat the SD card (at least delete all the old files) before unzipping the new release.
