Given infinite resources, it would be nice to reverse that mystery 64H101.

Probably not trivial to find a sample.
A kind and resourceful reader with better Googling skills than mine, found a reference to this esoteric chip in the book "Input Devices" by Sol Sherr, from 1988. I've updated the article to replace some of my speculation about how things might have worked with this new information. The 64H101 is an Alps Electric quadrature decoder and counter.
Ah, excellent. I will update what's left of my brain accordingly.
