With thanks to BaZ - I've tested a known-good backplane.
The SCSI card still does the same silly thing - won't work in the "Podule 0" slot, works in every other slot.
My current thinking is the buffers are marginal on the SCSI card or the motherboard.
I did suspect LA21 might be weak, but the SCSI card is an IOC card: the MEMC select on pin C6 isn't connected to anything.
