There's also a Teletext server and client for the Arc done by Design IT called TeleServe -- copy attached.
I think this is the full kit but doesn't include a page editor.
Hardware wise it won't work with a Ground Control UTA as the Tuner is the wrong type. This wants to see a Philips FI916 or FI1216 type I2C tuner can with the later tuner chip - which would be on the 1990s Teletext cards e.g. Irlam, Computer Concepts/Wild Vision, Design IT. With that said I expect there's probably a way to patch in support for the Ground Control's CITAC tuner as Rick Murray's !TTX (via Colin Granville's Teletext module) supports both.
