The voltage across both R5 and R58 between 0,00 or 0,01. The ULA doesn't seem to draw any current whatsoever. The voltage on both side of both resistors is 4,97 volts. Power is definitely reaching them.
I ordered myself a heated sucker, this should make things a bit easier, especially with that many pins and old solder.
BTW. Does anybody know how exactly the pins on the ULA are numbered? I assumed so far that pin one is the outer pin in the dotted corner and the inner pin is 2. Going counter clockwise, the next outer pin would be 3 etc. Officially PGA chips should be 'numbered' with letters for the columns and numbers for the rows.
