As the ULA is soldered onto the main board it's probably not a bad connection on one of the pins. Or there must be a solder point that is bad but that is unlikely in an Electron. You can do some basic checks, like does every IC get 5V power (± 0,25V) and is the processor running (check the SYNC signal). And remember, if you can't fix it ... just send it to the Acorn Repair Center in the South of the Netherlands
