I wondered how feasible it would be to split the cave generation from the game mechanics? If the cave generation was closer to the 'Boulder Dash Common File Format', it should be more editable I think.
Definitely feasible! But would be a damn sight easier if we had access to the Beeb source code or a full disassembly of it. Could always mention it to Level 7 and see if they're interested (see here).

The front-end and gameplay are sound enough, so it'd then "just" be a case of coding new cave generation routines based around ...some new level data format?

The "randomly" generated approach of BD1 caves doesn't seem amenable to any sort of useful modification but I presume the later games in the series must use a more sensible format (to allow them to be edited in the Construction Kit). Would be interested to learn more about how the caves for the sequels are stored and generated.
