I've taken the plate off the back of the LCD panel at the rear which reveals a PCB along the top, and there's another PCB down the left hand side covered with sticky back plastic. Applying pressure to these PCBs doesn't clear the blue line. There are many membrane connectors disappearing inside the LCD which I don't think I can get at, so if something is loose which isn't visible, I doubt I will be able to fix it.
If I disconnect the cable between the main LCD PCB and the "video" PCB on the monitor then the screen starts up white, with the blue line a yellow-ish colour. So probably "inverse video" of the normal mode. Eventually the yellow line clears leaving the entire screen white, but when I reconnect this cable, the blue line is still there.
