If all looks good, run a programming cycle with an EPROM inserted and the meter on pin 1 throughout and see what happens when there is something drawing power.

No worries Mark set me right (above). Pin 1 is consistantly 20.6v. I don't think I'm able to test with a EPROM inserted as all the ones I have are 12.5v...all 20 of them
