You can attach a photo from the Post Reply page. Below the buttons for Preview and Submit, you'll see an area with two tabs - "Options" and "Attachments". If you click the latter, you can then click the button to add a file attachment - from there you can pick the picture you want to upload.
If you want, you can then edit the description and such, but you don't need to do that - it's fine just to submit after that!
