IIRC the one I had came with a bit of paper explaining that this board must be used to synchronise the video output of the micro to the camera to prevent rolling and flicker. It didn't mix video it just took a video signal and used a PLL to synchronise the 16MHz clock. Of course it would be useful to have synchronised video for on-screen display (direct video feed vs. camera looking at the screen)
