You are correct for a general case.You should be able to make a simple interface without hacking the joystick or microcontroller.
A simple logic arrangement NPN/PNP or N / P mosfets would mean you can plug in an old atari 9 pin style and get analog out.
The output would be biased mid point, and each switch would pull it high or low.
The issue is with these specific joysticks is the pin out and they are pulled up with 270k resistors, so, the solution also includes self centring and auto scaling.
