I imagine that this was just another utility or program that permitted colours to be simulated using dithering. Various graphics extension ROMs touted huge numbers of colours - Vine Micros Addcomm comes to mind, too - but you can work out the permutations of the basic eight colours in various patterns and then propose that the patterned regions provide distinct colours, which is what the advertisers were typically doing. However, various hardware extensions actually did provide more colours, as discussed here regularly.
