I have a Risc PC 700 with nothing on it at all, the CD ROM drive doesn't work with Risc OS 4.02, but does with 3.70, trouble is I need to format the 8GB CF in 4.02 for the updates/fixes.
With RISC OS 3.70 installed, run !HForm from the CD ROM and format the CF card (short filenames, best to stick to a smallish size like 500MB).
Now copy !HForm onto the newly formatted CF card.
Swap the ROMs to RISC OS 4.02, turn back on, the FileCore in RISC OS 4.02 can still read short filename drives.
Run !HForm again, this time from the CF card, and format the drive to its final size - 8GB and long filenames.

Sorting out the CD ROM problem sounds worthwhile (a suitable drive would be < £10 on ebay), but otherwise a variation on the above steps would be to also put your other files onto the CD too, copy to the short filenames CF card at the same time as you do !HForm, then create a RAM disc and copy stuff off the CF card before you reformat it to 8GB, then copy the files back for install. You need at least as much RAM as the size of the files of course so don't go crazy,
