Oh yeah, for sure, I've had plenty die on me, RAM and LS thats for sure, but I think IC 13 has to be bad, so I will pull it and check, since it has 3 inputs into IC 15.Keep in mind that if a semiconductor chip suffers from substantial internal degradation, it does not matter if a pin is an input or output, it can become a low resistance path to the 0v/GND pin, the VCC/VDD or other supply pin, or indeed any other pin... Somethings multiple pins become interconnected....
I've had this on 74LS series chips and a PAL logic chip. Some DRAM fails in a similar manner.
Outputs being stuck high or low can also occur. Or a failure to drive high or low when required leading to invalid output logic levels. Sometimes one input only will fail, internally it may be seen as a high or a low regardless of the logic level at the pin.
