As a side note I recently fixed an Electron, and the CPU was showing signs of being frozen, but the cause was a bad OS/BASIC ROM that was causing the CPU to 'lock up'.
If you can it may be worth verifying that your ROMs are not filled with garbage like mine was.
It was a mask ROM, so I was shocked that it had failed.
Interestingly the Sally 6502 CPU variant in the Atari 8 bit line has an extra 'HALT' pin (Pin 35, usually NC IIRC) so that the custom IC's can stop the CPU in order to take control.
