If the machine has been stored for such a long time some of the 'legs' of the ROM or RAM chips might not make proper contact in their sockets anymore because they are dirty or corroded after all these years.

A very simple test would be to remove the ROMs, and insert them again. You could even try to clean their legs before putting them back in, or at the very least inspect them. Dark/black is bad, shiny is good :-)
All the roms have been removed and reinserted multiple times already.
