Yep. Welcome to the wonderful world of PPPC (or Privacy Preferences Policy Controls).
Basically anything that does file operations has to be approved by the end user. (or in some, but not all cases approved by an MDM manager in a corporate environment ... like me).
EDIT: I don't think the root of the user's home folder is covered. However downloads, documents and the like are.
